Dover School Board Meeting of 6-7-2010

Minutes

 

(These minutes are not official as they have not been corrected or accepted by the Dover School Board)

 

In Attendance:  Arlene Schertzer, Laura Sibilia, Rich Werner, Traci Alfonso, Jollene Mahon, Steven John (going between Marlboro’s meeting and Dover’s), Larry Morgan, Patrick Moreland, Tom Powell, Bill Anton and Helen Brown.

 

Meeting called to order:  Rich called the meeting to order at 6:30p.m.

 

Audit Discussion: 

·         Dover was included in the WCSU audit bid process.

·         Patty Westlake stated the Town of Dover and Town of Wilmington RFP went out to bid.

·         Rich asked if we wanted to put a bid out for Dover School or since we already went out to bid through WCSU, we could choose the firm chosen by them, or go on our own with whomever we preferred.

·         Patty Westlake and Helen Brown prefer to remain with Sullivan and Powers.

·         Patty stated we have $10,500. put aside for audit.

·         WCSU bid chosen was Sullivan and Powers, and their price for the Dover School District audit is $10,500.00

·         Laura moved to have Sullivan and Powers do the Dover School FY 2010 audit for the cost of $10,500.00.  Second from Jollene Mahon.  Unan.

 

Earth Tone Technologies:

·         Larry Morgan, Site Acquisition Specialist for Earth Tone Technologies, was present to explain the process of their firm placing a “tower” on school property.

-          Current towers not filling need for technology in many areas

-          Not a large metal tower – theirs blends in with trees

-          Carriers interested may locate on their polls

-          Dover has the correct elevation – there are possibly 3 other places in Dover Earth Tone Technologies would like to have their “tower”

-          Landlord generates income from Earth Tone and each carrier

-          35 year commitment needed, funding/income generated explained

·         Board had a few questions answered regarding what the tower would look like, fencing, placement, etc.

·         Rich stated the board will discuss this in executive session and get back to Larry Tuesday.

 

DEDC – Patrick Moreland:

·         Rich read Patrick a letter the school board had sent to the DEDC and the Dover Select Board quite some time ago - wish list.

-          Select board never got back to school board.

-          Rich wanted to bring Patrick up to date.

-          Patrick stated that Bill Anton has been fantastic – in touch with him often, supportive, etc.

and wanted to commend him for that.

-          Patrick and school board want to work together

-          Laura thought Patrick and DEDC should be involved with Earth Tone Technologies.

-          Patrick and Tom Powell had met with Larry Morgan – felt Larry’s proposal makes sense.

 

Marlboro School Board:

·         Met with Dover School Board to review possibilities of sharing costs, how we brought our special education costs down, what changed, how the transition was handled, etc.

·         Rich explained what Dover has done:

-          Teachers have in-service during afternoons of winter sports (6 weeks)– parent volunteers handle all winter sports events.

-          Students had too much time spent pulled out of class for support from sped.; IEP’s had more weekly time allotted for assistance to children than what the week actually had.

-          Stressed Differentiated Instruction

-          Trained our staff, which was supported by school board.

-          Administrator brought people in to work with staff (training), expected everyone to be trained.

·         Rich stated all of the above lowered our special education costs, and in a sense lowered the budget in this area.

·         Laura stated that the board supported Administration in keeping single grades in K – 3, with combination grades for 4/5 and 5/6.

·         Rich said our Pre-K program is very beneficial – saves money down the line.

·         Testing is done to see where the gaps are so these gaps can be addressed.

(It’s believed Marlboro and Dover was grouped together because we both do our own bookkeeping, we’re “neighbors”; we both have school choice, etc.)

·         Marlboro and Dover may meet jointly to discuss transportation needs to Brattleboro.

·         Perhaps grades from both schools could do same event, e.g. reading, field trips.

·         Determined that the Administrators from both schools will work together on ideas.

Minutes and Correspondence:

·         Laura moved to accept the minutes of the 5/17/10 board meeting as typed.  Second from Jollene.  Unan.

 

Principal’s Report:  (see attached)

·         Leo Blair has accepted a full time Special Educators position at Leland and Gray for next year.

·         Bill has been subpoenaed for June 16th involving event at previous school he was employed, so will be out that day.

·         Lunch with teachers will be from Tony’s, and will be on June 21st at 1p.m.

·         6th grade graduation will be June 18th at 6:30p.m. at Dover School.

·         Have not heard about kitchen grant yet – state waiting to see if they receive funding.

 

Old Business:

·         Rich asked about Acceptable Use Policy – was left at last meeting that this would be a procedure, not policy.  Board has copy of procedure.

·         Jollene moved to accept the Acceptable Use Procedure as presented, with a second from Arlene. Unan.

·         Rich asked about policy G11.2 – this is actually part of G11, and has been completed.

 

New Business:

·         Certified staff contracts for FY’11 presented to be signed.

·         Jollene made a motion to have board chair sign certified staff contracts for FY ‘11.  Second by Arlene. Unan.

 

Work Session:

·         Hold off until another meeting.

·         Would like a time to discuss how the community is succeeding – how our Dover graduates are succeeding.

·         Bill handed out a middle/high school student’s survey for board to review.

-          Send suggestions, ideas, and changes to Bill via e-mail by next week.

-          Bill will get survey out to public, press release, computer capability, and put in newsletter.

 

Pre-K Update:

·         Bill has not heard if Dover received grant for 3-year old program as of yet.

 

Other:

·         Thanks to Frank Rucker for meeting at Dover regarding financial information to set school tax rate.

·         Tax rate will be twelve and one-half cents less than last year.

·         Income numbers may change a bit.

·         Special Ed. codes/line items have been adjusted in budget – does not affect budget numbers.

·         Laura moved to accept the Principal’s contract as presented with a second from Jollene. Unan.

 

Date of Next Meeting:

·         June 21st, at 11:30a.m.

·         No meetings in July, 2010.

·         August 2, 2010 board meeting at 6:30p.m.

 

Financials/Pay Warrants:

·         Laura moved to approve the pay warrants as follows:   School bills in the amount of $1,040., $4,292.18 and $15,295.71; Food Program bills in the amount of $666.32; payroll in the amount of $25,619.92 and sub payroll in the amount of $553.24.  Second from Jollene.  Unan.

 

Executive Session:

·         Jollene moved to enter executive session for personnel and student at 9:54p.m. with a second from Traci. Unan.

·         Laura moved to exit executive session for personnel and student at 9:56p.m. with a second from Jollene. Unan.

-          Laura moved to accept the principal’s recommendations for pay increases for FY’11.  Second from Jollene. Unan.

 

Adjourn Meeting:

·         Jollene moved to adjourn meeting at 9:57p.m. with a second from Traci. Unan.

Dover Boards cry foul on state plans to raid education fund
 
The Dover School and Selectboards met jointly on Thursday March 18th at 8 am at the Dover Elementary School and voted to have sent the following letter of protest sent to all members of the Vermont Legislature and Administration, VSBA, VLCT, and to the Vermont media regarding published quotes from the Department of Education and the Joint Fiscal Office that education property taxes will be transferred to the general fund.

The Dover School Board and the Dover Select Board read with disbelief an article from the Rutland Herald on March 11, 2010 entitled Vt. school spending down from last year by [ mailto:cristina.kumka@rutlandherald.com ]Cristina Kumka.


The Legislature and the Administration have been vocal in blaming local school boards for runaway school spending and are currently wrestling with local towns to gain control over that spending through a number of mandated consolidation and other cost containment laws that have been proposed.

 

Interestingly enough, this year, according to Ms. Kumka’s article, we find that boards across the state were able to reduce needs and are saving the state the 2% projected increase to education spending of over $22 million.  Local board’s and local voters should feel proud of having stepped up to the plate to do our part to contain costs and partner with state policy makers in delivering $22 million dollars in savings during a serious economic downturn.

 

Instead, once again the local board’s and local voter’s actions will be countered by actions outside of our control. Both the DOE and the JFO are quoted in the Rutland Herald outlining plans the State of Vermont has to increase “education costs” and raid the education fund.

 

Out of 280 school districts across the state, an analysis of 266 school budgets adopted on Town Meeting Day show that the figures equate to an overall increase of .5 percent, said Brad James, education finance manager with the state Education Department.

School boards keeping their budgets low this year caused a drop in education spending – the money paid out by the Education Fund to school districts to cover their expenses — of just over one-tenth of 1 percent, James said.

"The Education Fund requires less money than what was projected last November," James said Tuesday. For taxpayers, that means $11 million in property taxes won't be needed and won't be collected.

The other $11 million will go to cover other state expenses and into a reserve fund to cover education spending in the future — about $7 million will be transferred into the state's ailing General Fund and $4 million will go into the Education Fund to boost its reserve, Perrault said.

The $7 million will likely not be returned to the Education Fund as in years past, Perrault said.

 

We strongly protest the apparent plan underway to raise $11 million in local property taxes above that which is needed to fund payments to the local school districts and supervisory unions and in particular the $7 million that will be transferred to the state’s “ailing” General Fund for several reasons.

 

 

1. The State wide property tax will be artificially higher than it should be, again out of control of the local boards. 

 

2. The Administration and the Legislature will be breaking faith with Vermont residents, voters and property tax payers by raising education property taxes for non education expenses.  

 

3. Originally Act 60 stated that payments to funds other than local school districts or supervisory unions would result in the automatic repeal of Act 60.  We ask that the Legislature and Administration stay true to its original promise and allow Act 60, Act 68 etal to be repealed if funds are transferred to the General Fund.

 

4. Because of the complexities of Act 60 etal, many people believe that the local government (select board/school board) is the cause of the high property tax bills.  By moving this funding from the Ed fund to the General fund the Administration and the Legislature is trying to hide from the responsibility of presenting a balanced budget and leaving local official’s to be blamed for an additional $7 million of education expenses that are not approved or caused by these boards.

 

We ask that you VOTE NO to any transfer from the Education fund and the use of the state wide property tax for any purpose other than direct payments to supervisory unions and school districts that may be included in any bill that you have the opportunity to vote for.

Dover Boards cry foul on state plans to raid education fund


 

The Dover School and Selectboards met jointly on Thursday March 18th at 8 am at the Dover Elementary School and voted to have sent the following letter of protest sent to all members of the Vermont Legislature and Administration, VSBA, VLCT, and to the Vermont media regarding published quotes from the Department of Education and the Joint Fiscal Office that education property taxes will be transferred to the general fund.

Dover School Board issues protest of closed state redistricting meetings  

 

The Dover School Board has sent the following letter of protest and freedom of information request to Vermont Education Commissioner Armando Vilaseca regarding seven closed meeting scheduled in March.

Commissioner Vilaseca:

We are writing to strongly protest your decision to hold seven closed meetings in March with the Education Challenges Design Team you recently appointed.  We understand the charge to the group is:

 

1. To improve student learning and reduce costs of administration – This is a multiyear process which many school districts have already begun to work on and which the legislature and the administration are anxious to support and encourage.

2. To improve special education student outcomes, including graduation rates and employment

These challenges are to result in lower administrative and special education costs of $17 million in FY2011 and $40 million in FY2012.

 

The design response to these challenges will be guided by the following outcomes:

(1) Increase electronic and distance learning opportunities that enhance learning, increase productivity, and promote creativity.

(2) Increase the secondary school graduation rates for all students.

(3) Increase the aspiration, continuation, and completion rates for all students in connection with postsecondary education and training.

(4) Increase administrative efficiencies within education governance in a manner that promotes student achievement.

(5) Increase cost effectiveness in delivery of support services for students with individualized education plans.

(6) Increase the use of early intervention strategies that enable students to be successful in the general education environment and help avoid the later need for more expensive interventions.. 

 

Our protest of the closed meetings is based on the following:

That the people have a right to freedom of speech, and of writing and publishing their sentiments, concerning the transactions of government, and therefore the freedom of the press ought not to be restrained.

·         Windmill – Tom Halnon was here on Sunday, Jan. 31st working on windmill.  Will return on Tuesday 2-2-2010 to complete repairs.

-          Rich stated this is an administrative decision – Bill wanted to bring it to attention of board

·         Security light out by road – Select board called for more information.

-          Will decide at 1/12/10 meeting if they want to take it over, otherwise Dover School will cancel services on it.

·         Rich handed out Capital Bldg. Fund, Capital Equipment Fund, Capital Reserve Fund information and letter to review

-          Discussion followed – few changes, Rich will e-mail everyone new reports with changes

·         Questions answered from last board meeting:

-          We currently have 10 students participating in music lessons and/or band

·         Kitchen Equipment Matching  50-50 State Grant available (up to $3500.00) for year FY’11

-          Could use a new stove and new milk cooler due to age/repairs

-          Board said to complete application and submit

·         Money needed from Capital Bldg. Fund:

-          $3,500.00 to match State Kitchen Equipment Grant

-          $1,500.00 for breakfast/lunch room tables

-          $10,000. for 50-50 match for new generator – school is evacuation center

-          $10,000. for painting gym ceiling/library ceiling

-          $12,000. for building

Vicki made a motion to bring forward to the public a Dover School budget for FY’11 of $2,478,158.00.  Second from Traci.  Unan.

·         Presently completing second round of MAPS testing.

·         Middle School evening was very successful – very well attended.

·         Bill explained possibility of having a 3-yr. old program at Dover w/WCSU – meeting with Abby Dillon Friday.

·         Board needs to do Superintendent Evaluation, Rich asked board members to review form e-mailed to them

·         Windmill – Mr. Halnon had a death in family – couldn’t schedule time in December to get windmill up and running.

·         Board said to see if Halnon could schedule for this Friday – weather sounds good.

New Business:

·         Andy McLean called – stated the Strawberry Supper is same weekend as 6th grade graduation

-          They need to use the kitchen at Town Hall Friday evening

·         Bill asked if graduation could be held at Dover School

·         Board said as it is not school event, should be parents decision, check with them

Call Meeting to Order:  Rich called the meeting to order at 6:30p.m. and asked for a moment of silence    

                             in memory of Rick Hube who recently passed away.

 

Budget Discussion:

·         Discussed budget and income for FY2011

·         Check technology line item

-          If we receive a smart board via grant funds, we may want see how it is used, etc., prior to purchasing more.

·         Board asked Bill to assess how Dover is doing with technology integration.

·         Won’t know state numbers until later on – should Dover hold off presenting final budget numbers until numbers are known at state level?

·         Discussion followed regarding state’s idea of merging districts

·         Dover needs to prepare for future – “sell” Dover School to attract students

·         Check with Dover Treasurer to see about having lunch money/bills handled through books, put in budget – reimbursement is now direct deposit to Treasurer from state.

-          Helen will check with Sullivan and Powers as well as with Treasurer

-          Lunch program was promised to community to be self-sufficient when first put into place, but past years it has not been.

-          Check per plate costs and participation

-          Important for students to have breakfast/lunch program

-          Bill checking into “snack program” – “grab and go” – healthy snacks for students to purchase.

·         Rich stated it soon will be time to set tuition rate for Dover.

-          Feels  $13,000.00 is justified, up from $12,500.00

Mark Marchese – fund raising- 6th grade:

·         Mark had poster presenting idea for raffle of snowmobile(consignment w/Ruprecht)

·         $10.00 per ticket - $4900. needs to go to purchase snowmobile, after that, profit to 6th grade.

·         Mark checked with proper authorities to be certain all bases were covered.

·         If not enough tickets sold, money would go back to ticket purchaser.

-           All info will be on tickets so they know who bought it/address/phone #

·         WTSA  will allow 3x week advertising, Valley News and Reformer will put in public notice

·         Several stores will allow space to show snowmobile and sell tickets

·         Board suggested perhaps they could, if not enough tickets sold – rather than refund money, advertise as a 50 -50 raffle of what funds are collected.

-          This would need to go on ticket and be approved by Ruprecht

·         Mark will check out the idea of 50 – 50 and let school know.

Laura made a motion to approve the 6th grade fund raising request  as well as the 50-50 option if they so chose.  Second from Vicki. Unan.

Rich reminded Mark that funds should be turned in to school weekly.

·         Bill explained the schools “Action Research Program”

·         Laura thanked Bill and staff for their work on this.

·         By June, Dover will have a model form in writing.

·         Proposed WCSU FY10 budget presented.

·         New numbers for special education – based on number of special ed. students in each school.

·         Rich thanked Steven and Frank for the change on special ed. computation.

·         Steven handed out two articles “Auditor Salmon Launches School Survey” and “Rebalancing education cost and value” - attached

·         WCSU Board Meeting 12/9/09 – Rich would like 2 Dover Board Members to attend.

Old Business:

·         Traci said she takes her daughter over to Three Dot Pottery to meet Career Center Bus, and that is working out well.

·         If more Dover students were to use the Career Center bus, Traci would then have her daughter take the bus from the East Dover Fire House.

·         Administration will get the word out to other students going to BAMS/BUHS

 

New Business:

·         Laura would like to see more press coverage for the “good things” happening at Dover School.

·         Vicki stated that there currently is quite a bit of coverage on Dover in paper

·         Bill is willing to do whatever he can

·         Vicki said maybe more items could be placed on school website

·         Steven John said it would be good to have a goal of what we are trying to achieve

·         Rich asked that one meeting in February 2010, we place “Discuss Media Presence” on agenda

 

Pay Warrants/Financials:

·         Vicki moved to approve the cafeteria bills in the amount of $626.29; school bills in the amount of $30,258.32; payroll in the amount of $24,897.64 and sub pay in the amount of $308.86.  Second from Laura.  Unan.

·         Motion made by Vicki to transfer the surplus funds from the 2008 – 2009 budget in the amount of $88,772.00 to the Capital Reserve Fund as voted at Town Meeting.  Second from Laura. Unan.

·         Rich brought to attention the following from the financials:

-          Watch Medicaid spending

-          Hot Breakfast/Lunch Program income is low

-          Our oil line item is plentiful due to the cost of our pre-buy oil

-          Need to be certain there is money to cover the classroom para in Pre-K as we did not budget for one

-          Vicki and Helen both stated the balance in oil line item would cover that expense
