Dover School Board Meeting of 6-7-2010

Minutes

 

(These minutes are not official as they have not been corrected or accepted by the Dover School Board)

 

In Attendance:  Arlene Schertzer, Laura Sibilia, Rich Werner, Traci Alfonso, Jollene Mahon, Steven John (going between Marlboro’s meeting and Dover’s), Larry Morgan, Patrick Moreland, Tom Powell, Bill Anton and Helen Brown.

 

Meeting called to order:  Rich called the meeting to order at 6:30p.m.

 

Audit Discussion: 

·         Dover was included in the WCSU audit bid process.

·         Patty Westlake stated the Town of Dover and Town of Wilmington RFP went out to bid.

·         Rich asked if we wanted to put a bid out for Dover School or since we already went out to bid through WCSU, we could choose the firm chosen by them, or go on our own with whomever we preferred.

·         Patty Westlake and Helen Brown prefer to remain with Sullivan and Powers.

·         Patty stated we have $10,500. put aside for audit.

·         WCSU bid chosen was Sullivan and Powers, and their price for the Dover School District audit is $10,500.00

·         Laura moved to have Sullivan and Powers do the Dover School FY 2010 audit for the cost of $10,500.00.  Second from Jollene Mahon.  Unan.

 

Earth Tone Technologies:

·         Larry Morgan, Site Acquisition Specialist for Earth Tone Technologies, was present to explain the process of their firm placing a “tower” on school property.

-          Current towers not filling need for technology in many areas

-          Not a large metal tower – theirs blends in with trees

-          Carriers interested may locate on their polls

-          Dover has the correct elevation – there are possibly 3 other places in Dover Earth Tone Technologies would like to have their “tower”

-          Landlord generates income from Earth Tone and each carrier

-          35 year commitment needed, funding/income generated explained

·         Board had a few questions answered regarding what the tower would look like, fencing, placement, etc.

·         Rich stated the board will discuss this in executive session and get back to Larry Tuesday.

 

DEDC – Patrick Moreland:

·         Rich read Patrick a letter the school board had sent to the DEDC and the Dover Select Board quite some time ago - wish list.

-          Select board never got back to school board.

-          Rich wanted to bring Patrick up to date.

-          Patrick stated that Bill Anton has been fantastic – in touch with him often, supportive, etc.

and wanted to commend him for that.

-          Patrick and school board want to work together

-          Laura thought Patrick and DEDC should be involved with Earth Tone Technologies.

-          Patrick and Tom Powell had met with Larry Morgan – felt Larry’s proposal makes sense.

 

Marlboro School Board:

·         Met with Dover School Board to review possibilities of sharing costs, how we brought our special education costs down, what changed, how the transition was handled, etc.

·         Rich explained what Dover has done:

-          Teachers have in-service during afternoons of winter sports (6 weeks)– parent volunteers handle all winter sports events.

-          Students had too much time spent pulled out of class for support from sped.; IEP’s had more weekly time allotted for assistance to children than what the week actually had.

-          Stressed Differentiated Instruction

-          Trained our staff, which was supported by school board.

-          Administrator brought people in to work with staff (training), expected everyone to be trained.

·         Rich stated all of the above lowered our special education costs, and in a sense lowered the budget in this area.

·         Laura stated that the board supported Administration in keeping single grades in K – 3, with combination grades for 4/5 and 5/6.

·         Rich said our Pre-K program is very beneficial – saves money down the line.

·         Testing is done to see where the gaps are so these gaps can be addressed.

(It’s believed Marlboro and Dover was grouped together because we both do our own bookkeeping, we’re “neighbors”; we both have school choice, etc.)

·         Marlboro and Dover may meet jointly to discuss transportation needs to Brattleboro.

·         Perhaps grades from both schools could do same event, e.g. reading, field trips.

·         Determined that the Administrators from both schools will work together on ideas.

 

Superintendent’s Report:  (see attached)

 

Minutes and Correspondence:

·         Laura moved to accept the minutes of the 5/17/10 board meeting as typed.  Second from Jollene.  Unan.

 

Principal’s Report:  (see attached)

·         Leo Blair has accepted a full time Special Educators position at Leland and Gray for next year.

·         Bill has been subpoenaed for June 16th involving event at previous school he was employed, so will be out that day.

·         Lunch with teachers will be from Tony’s, and will be on June 21st at 1p.m.

·         6th grade graduation will be June 18th at 6:30p.m. at Dover School.

·         Have not heard about kitchen grant yet – state waiting to see if they receive funding.

 

Old Business:

·         Rich asked about Acceptable Use Policy – was left at last meeting that this would be a procedure, not policy.  Board has copy of procedure.

·         Jollene moved to accept the Acceptable Use Procedure as presented, with a second from Arlene. Unan.

·         Rich asked about policy G11.2 – this is actually part of G11, and has been completed.

 

New Business:

·         Certified staff contracts for FY’11 presented to be signed.

·         Jollene made a motion to have board chair sign certified staff contracts for FY ‘11.  Second by Arlene. Unan.

 

Work Session:

·         Hold off until another meeting.

·         Would like a time to discuss how the community is succeeding – how our Dover graduates are succeeding.

·         Bill handed out a middle/high school student’s survey for board to review.

-          Send suggestions, ideas, and changes to Bill via e-mail by next week.

-          Bill will get survey out to public, press release, computer capability, and put in newsletter.

 

Pre-K Update:

·         Bill has not heard if Dover received grant for 3-year old program as of yet.

 

Other:

·         Thanks to Frank Rucker for meeting at Dover regarding financial information to set school tax rate.

·         Tax rate will be twelve and one-half cents less than last year.

·         Income numbers may change a bit.

·         Special Ed. codes/line items have been adjusted in budget – does not affect budget numbers.

·         Laura moved to accept the Principal’s contract as presented with a second from Jollene. Unan.

 

Date of Next Meeting:

·         June 21st, at 11:30a.m.

·         No meetings in July, 2010.

·         August 2, 2010 board meeting at 6:30p.m.

 

Financials/Pay Warrants:

·         Laura moved to approve the pay warrants as follows:   School bills in the amount of $1,040., $4,292.18 and $15,295.71; Food Program bills in the amount of $666.32; payroll in the amount of $25,619.92 and sub payroll in the amount of $553.24.  Second from Jollene.  Unan.

 

Executive Session:

·         Jollene moved to enter executive session for personnel and student at 9:54p.m. with a second from Traci. Unan.

·         Laura moved to exit executive session for personnel and student at 9:56p.m. with a second from Jollene. Unan.

-          Laura moved to accept the principal’s recommendations for pay increases for FY’11.  Second from Jollene. Unan.

 

Adjourn Meeting:

·         Jollene moved to adjourn meeting at 9:57p.m. with a second from Traci. Unan.

FINAL MENU FOR YEAR ATTACHED

   The last menu for the year is attached to this newsletter.  Please be certain to have your envelope with payment to school by Wednesday, June 9th.  If your child has a credit, it will be passed on to next year, or if they are a 6th grader and have a sibling in school, it will be passed on to them.  (If you have no sibling, it will be refunded to you.)

 

FINAL FRIDAY MORNING SING

   Come join us for our final Friday Morning Sign of the year on Friday, June 18th.  We will have a few additional awards to give out, along with our usual celebrations. 

  

DEERFIELD VALLEY FITNESS DAY

   Dover placed 3rd overall out of 7 schools participating in the Deerfield Valley Fitness Day last week.  It was a HOT day, but the kids did a good job of keeping themselves ready to compete by drinking water and staying in the shade.  Dover students displayed EXCELLENT sportsmanship by cheering and supporting each other throughout the day.  All should feel proud of their efforts and accomplishments!  Students that participated are:  Owen Bailey, Jillian Mahon, Casey Sibilia, Cassidy Gallivan, Scott Marazoff,  Abby Wimer, Mariah Powers, Anthony Santoro, Luke Douglas (filled in for Corey Donnelly), Colette Anton, Amelia Nick and Chris Robinson.  Congratulations!

 

SUMMER CAMP – WCSU ESSENTIAL EARLY ED.

   The Windham Central Supervisory Union’s Essential Early Education Program will be offering a summer camp program during the month of July.  The program will be held at the Dover School in the Pre K room four mornings a week.  This will be a structured program with activities appropriate for preschool-aged children.  Enrichment activities and outdoor play will be part of this exciting social summer experience.

FIELD DAY

   Field Day will be held on Thursday afternoon, June 17th.  The last day of school is Friday, June 18th – with a picnic for all prior to a noon release.  Friday evening at 6:30p.m., is 6th grade graduation in the gymnasium at school.  Hard to believe, after today we have 9 ½ days left of school!!  The first day of school in the fall is August 31st.  (Calendar attached)

DOVER’S FIELD DAY CHANGED

   So you may plan ahead, Field Day will be held June 17th in the afternoon.  The last day of school will be June 18th, noon release.  We will have a picnic lunch prior to dismissal on the 18th.  6th grade graduation will be held on the 18th at 6:30p.m. in the school gymnasium.

 

STUDENT COUNCIL BAGEL SALE

   On Friday, May 28th during Morning Sing, the Student Council will hold a bagel sale.  You will have a choice of cream cheese, peanut butter or butter for your bagel!  Just $1.00…..yummy – try one!

 

LUNCH MENU AND ENVELOPE ATTACHED

   Attached is the next breakfast/lunch menu for weeks June 1 and June 7th.  Please send the envelope with payment to school by Wednesday, May 26th.  Just one more menu to go and our year has ended.  Very hard to believe!!  It is important to have any amounts shown as due on your envelope paid before the last day of school.  If there are credits, we will forward them to next year.  If a current 6th grader has a credit it will be passed down to a sibling.  If no sibling comes to Dover School, the credit will be refunded to you.

 

“A BLAST FROM THE PAST”

   “Dover Days” by the Dover Dozen – found!  This was a “publication” of Dover School News, and has poems and articles by some of our school parents or relatives of students when they were in second and third grade!  Here are some for you to enjoy!

   Looking for something special for your child/children to do over the summer?  Come check out our  “Summer Camp Information” area at Dover School.  All brochures are on the small table underneath the “Pat on the Back” bulletin board in the main office area.  Check out the dates of registration – some of them are in May.

LELAND AND GRAY ART & LITERATURE SHOW AT DOVER LIBRARY

DOVER SCHOOL TALENT SHOW

  Mark your calendar – the Dover School Talent Show will be held on Thursday, April 15th from 6 – 7:30p.m.  Don’t miss it!!

 

GRANTS SECURED BY MR. ANTON

   Mr. Anton has been very busy writing grants for various projects here at Dover School.  To date, he has received the following funds for the 2009-2010 school year:

·        $40,000. =  New bus grant

·        $  8,000.  = ARRA Action Research Grant

-           Study Dover’s Instructional Program

·        $10,000.  = Matching Generator Grant

-          This will replace the “ancient” generator we currently have

·        $  3,500. =  Mount Snow and Dew Tour Playground Fund

·        $12,490. =  Energy Efficiency Grant

·        $12,500. =  Tobacco and Technology Grant

-          This was for the SMARTboard, laptops, digital cameras, graduate classes, professional development, etc.)

   To date, this totals $86,490!!  Thank you Mr. Anton for your hard work and dedication!  We all feel very fortunate to have you with us at Dover School! Mr. Anton has another matching grant he is sending off soon ($3500.) - for the kitchen (breakfast/lunch program).  The school board agreed to the matching grants, and the funds were approved at Town Meeting.  This means we will have a total of $20,000. for the generator and $7,000. for the food program.

PLAY BALL!!  IT’S BASEBALL TIME!

   A few weeks ago, there was a Dover Youth Baseball Information letter and sign-up form attached to the school newsletter that went home with all students.  In the handout, all the information for the upcoming season was reviewed.  We had asked that all sign-up forms and appropriate fees be turned in by 3/31.  As of yesterday (3/31) only a minimal amount of forms have been returned.  If you are interested in having your son or daughter play baseball this spring, we REALLY need to have these forms handed in immediately. 

  The Dover A-Ball Team will begin practices next Thursday, April 8 from 4:30 – 6:00p.m. in the school gym (please use the side door, near the playground). From that point on, we get underway sometime in mid-May.  A-Ball games will be on Tuesday’s and Thursday’s at 6p.m.  Any student that is 10-12 years old is eligible to play A-Ball.  Students 7-9 years old are eligible for B-Ball, and students in Pre-K, kindergarten and 1st grade are eligible for T-Ball.  More information regarding B-Ball and T-Ball practices will be coming soon.

   A-Ball players need to wear sneakers, have a baseball glove and bring water with them to practice.  We will practice INDOORS ONLY until further notice.

   Lastly, if anyone has a baseball uniform from last year, please return it, clean , to Helen at the front office ASAP.  We need to do an inventory of the uniforms right away to see if we need to order more.

CADET BAND REHEARSAL

   Cadet band will begin rehearsing for the spring concert on Wednesday, April 7th at Townshend Elementary School.  Rehearsal will begin at 3p.m. and end at 4p.m.  Students will be ready for pick up at 4p.m.  Please car pool if possible and promptly pick your child up at 4p.m.

   Rehearsal dates are:  April 7, 14 and 28, May 5 and 12.  The spring concert is scheduled for Wed., May 12th at 7p.m. in the Leland and Gray School gym.  Students should wear dark pants/white shirts for the concert.

   Please send a note to school indicating your child will be leaving early on these dates, and who they will be leaving with.

 

BOARD GAME TOURNAMENT

   Monday, April 19th at 6p.m., celebrate National Turn Off the TV week and play around during spring break at Dover Free Library.  Pizza will be served at 6p.m. followed by a round robin of old and new (but slightly modified) board games.  Examples:  checkers, monopoly, trivial pursuit, etc.  Awards ceremony will follow.  This free program is designed for participants ages 8 to adult.  Registration is required, space is limited.  Call 348-7488 or stop by the library to sign up.

 

CAMP FAIR

   Youth Services, a United Way Organization, is sponsoring a Camp Fair on Saturday, April 10th from 11a.m. – 2p.m. at the River Garden on Main Street in Brattleboro.  Information for the following camps will be available:  M3Play, Boys and Girls Club, Bonnyvale Break Dance Camp, Meeting Waters YMCA, Brattleboro Bowl Youth Bowling Camp, Earthfriend Discovery Day Camp, Brattleboro TV Summer Video Camp, New England Center for Circus Arts, Mad Science, Insight Photography Project, Kroka Expeditions, River Gallery School, Gardening/Cooking Camp, Hilltop Montessori and Deer Ridge Farm Camp.   There will be performances, youth entrepreneurs and raffles!
